Currently, there is no benefit for being a neutral or good mage. Yes, I know I'm a neutral mage, but I joined because of the people!
Today, neutral, and good mages do not get access to two 'mage' spells. Those being vampiric touch, and energy drain. UA's get vamp touch, but not energy drain. I'd like to post the idea of all alignments getting energy drain, as all alignments get the spell weaken. Personally, you are weakening the character by draining their energy, instead of their strength.
As for Vampiric touch, give it to neutrals as well, but I agree it shouldn't be for goods.
I propose a spell for goods, that when cast by the mage call it 'Blessing of the Mage' (crappy name, I couldn't think of anything else), it would temporarily raise the mana of the target by x amount, 10%, 25% (I'm just throwing percents out) of their natural mana. The mage would not be able to cast this on themselves. It is a 'blessing' that their deity gives to them to bestow on others.
(I've been trying to think of other 'good' mage spells that do damage, and I'm having hard time!)
